What should my first grader know about rote counting?

Rote counting is simply verbally counting, by memory, forward and backward without objects.  In first grade, we assess this skill each trimester.  By the end of the first trimester, we'd like the students to be fluent at counting forward to and backward from 40, second trimester to 80, and by the end of the year to 120.
